Although Pacific islands produce only 0,02% of global emissions, they are extremely vulnerable to their effects due to their geographic and socioeconomic characteristics. They are on the front line of devastation, disproportionately suffering the most severe impacts of global warming, such as accelerated sea-level rise and ocean warming.
Context
These islands are isolated by vast stretches of ocean, which limits their economic diversification: their economies are based on fishing, tourism, and agriculture. The economic potential of these archipelagos is limited, and for this reason, they are among the nations most dependent on international aid. Despite their small contribution to global emissions, these countries suffer the most severe consequences of climate change, especially extreme weather events.
The population of the Pacific islands (excluding New Zealand) amounts to approximately 8,5 million people and around 90% of this population resides within 5 kilometers of the coastline and a few meters above sea level, which puts these communities in an extremely risky and vulnerable position.
Main risks
The main danger posed by climate change is rising sea levels, a direct threat that could result in the disappearance of several archipelagos. According to NASA data, between 1993 and 2023, sea levels in the Pacific region rose between 10 and 15 centimeters, while the global average was 9,4 cm.
This accelerated pace reduces the response time of local governments. In the short and medium term, populations will have to move to higher ground to survive or, in the worst-case scenario, cross national borders, making them the first climate refugees in modern history.
Tuvalu is the first country at imminent risk of sinking and disappearing completely. Other countries under the same threat are Fiji and Papua New Guinea (the latter with approximately 10 million inhabitants).
Another key risk factor is ocean warming. According to the World Meteorological Organization, between 1981 and 2023, the global rate of ocean temperature increase was 0,15°C per decade. However, the Pacific region saw an increase of 0,4°C per decade, almost three times the global average.
Furthermore, this temperature increase causes coral bleaching around the islands, severely impacting marine flora and fauna and reducing the ecosystem's biodiversity. Given the islands' heavy reliance on tourism and fishing, this phenomenon directly threatens their economic livelihoods.
An additional challenge is the scarcity of drinking water. With rising sea levels, the availability of water for human and industrial consumption is decreasing, forcing countries to make massive investments in water security infrastructure.

Map (a) shows the southwestern Pacific region in its current state, while map (b) shows what it looked like 20,000 years ago, when sea levels were 120 m lower. Not only were there more islands, but those that exist today were larger and closer together. Some large islands, such as the Bellona Platform, have completely disappeared.

Resilience measures and initiatives
Some countries in the region have already taken the initiative. In 2014, for example, the Republic of Vanuatu created the Ministry of Climate Change, through which activism, research, and funding for climate adaptation are coordinated.
However, it is necessary to anticipate climate disasters with a consolidated regional response. Therefore, the countries of the region, coordinated through the Pacific Islands Forum (Pacific Islands Forum) have taken the political initiative: the treaty was signed in September 2025 Pacific Resilience Facility Treaty, which establishes funding institutions for the fight against climate change and support for the most vulnerable communities in the region, defining a clear strategic route with objectives set for the year 2050.
On May 6, 2026, Fiji and Australia ratified this treaty, joining other nations such as Tonga, Nauru, and the Falkland Islands. Marshall, the Solomon Islands, Tuvalu, the Cook Islands, New Zealand, and Niue. This indicates the level of support for the initiative and paves the way for the initial call for proposals at the 55th Pacific Islands Forum Leaders' Meeting in Palau, scheduled for the end of August 2026.
To adapt to the new climate reality, countries need funding to take various measures:
• Infrastructure and relocation: construction of coastal defenses and raising critical infrastructure above the projected sea level. In extreme cases, planning the relocation of towns and cities inland to further from the sea.
• Energy and water transition: massive implementation of renewable energy systems to reduce dependence on imported fuels; re-engineering of drinking water supplies and creation of new drainage systems.
• Food resilience: Modernization of the local fishing fleet to adapt to new migratory routes of marine species caused by temperature change.
The case of Tuvalu: a historic agreement
It is estimated that half of Tuvalu's territory will be underwater by 2050 and that the country could disappear entirely by 2100. Faced with these dire predictions, Australia has positioned itself to offer a home to those affected. In 2023, Tuvalu and Australia signed the first agreement to combat climate change (called the Tuvalu Climate Change Partnership). Falepili Union – a word that in Tuvaluan means good neighborliness, care and mutual respect).
The treaty establishes a special visa pathway allowing up to 280 Tuvaluan citizens per year to live, study, and work in Australia. Australia has a legal obligation to provide assistance to Tuvalu in the event of major natural disasters. Both countries also commit to helping Tuvaluns remain in their ancestral homes safely and with dignity, promoting their interests in climate adaptation globally. However, should the worst predictions materialize, Australia may offer Tuvalu as a refuge for climate refugees. This is the first specific agreement on climate change-related migration, guaranteeing legal pathways to refuge.
From vulnerability to agency
Observing this proactive approach, the United Nations global climate conference (COP31), to be held in November 2026 in Antalya, Turkey, seeks to give Pacific islands a leading role. The goal is for the most vulnerable nations to move from being mere observers to undisputed protagonists in establishing the new international climate agenda.
Conclusion
The extreme situation in which the Pacific islands find themselves today is a direct result of a global development model based on the uncontrolled emissions of major industrial powers. The region's extreme vulnerability is a direct consequence of external human activity.
In the long term, its survival depends not only on internal resilience, but also on binding measures and funding that the international community is prepared to commit immediately. Saving the Pacific represents the ultimate test for global climate justice.
