The President of the Generalitat, Salvador Illa presented the Asia Strategy 2025-2030 on Monday, a specific roadmap to strengthen Catalonia's presence on the Asian continent. He did so at an event in the Palau de la Generalitat, accompanied by the Minister for European Union and Foreign Action, Jaume Duch, and the Director General of Casa Asia, José Pintor Aguilar.
The president has pointed out that the world today is experiencing very rapid changes and that in response to this some choose to close themselves off, but "Catalonia decided long ago to be open, we have decided to continue betting on opening ourselves up to a world that is changing and that presents risks, but that also presents many opportunities."
He stated that with this strategy, the deployment of the foreign action of the Government of the Generalitat is underway today. "takes an important step forward" He added that more strategies like this one, dedicated to other parts of the world, will be developed in the coming months.
In turn, the Minister Duch He emphasized the importance of this strategy, aimed at strengthening Catalonia's international presence in Asia at a time of profound global transformations.

The CEO of Casa Asia, José Pintor AguilarHe expressed his satisfaction that this Strategy recognizes Asia's growing central role in global geostrategy and geoeconomics, as well as in responding to the planet's major shared challenges. In his view, the active participation of the Asian continent is essential to moving towards a fairer, more equitable, and sustainable world.
Furthermore, the director of Casa Asia It has highlighted the participatory nature of the process of developing this strategic document, which has included contributions from companies, universities, research centers, experts, students, Asian consulates, and representatives of organized civil society and diasporas.
The Executive Council is scheduled to approve today the Asia Strategy 2025-2030 to boost relations with Asia in areas such as the economy, research and technology, urban policies and cultural promotion.
Asia Strategy 2025-2030
The Asia Strategy 2025-2030 is the roadmap for strengthening and structuring Catalonia's actions in Asia. The initiative seeks to coordinate foreign policy with a long-term perspective, fostering reciprocal and sustainable relationships focused on addressing global challenges. To ensure its implementation, the strategy will be rolled out through two consecutive action plans between 2026 and 2030.
Specifically, the Strategy is structured in five axis which add up fifteen strategic objectivesThe first focus is on institutional, multilateral and territorial alliances to project Catalonia as a stable and innovative partner.
The second axis addresses economic relations, with the aim of diversifying opportunities in new markets, while the third promotes cooperation in research, education and technology in fields such as digitalization, artificial intelligence, semiconductors and smart cities.
The fourth pillar focuses on cooperation regarding sustainability, urban policies, and territorial resilience. Finally, the fifth pillar strengthens cultural promotion as a tool for building trust and mutual understanding.
These five axes will focus, in particular, on three large subregions: East Asia, South Asia and the Southeast AsiaWithin this framework, it is planned to strengthen relations with countries with which Catalonia has traditionally maintained historical ties, such as Japan, South Korea, and China, while opening new avenues of collaboration with countries such as India, Pakistan, Singapore, the Philippines, Indonesia, and Vietnam.
To monitor and ensure compliance with the Strategy, a commission will be created, comprised of different departments of the Generalitat and institutional, business and academic representatives with interests in Asia-Pacific.
